Calcium and magnesium aren’t classified as health concerns under federal or state drinking water rules, so there’s no regulatory requirement to remove them. The $157 million infrastructure overhaul the East St. Louis plant completed in 2025 (including new raw water pumps, storage tanks, and UV treatment) improved reliability and safety in meaningful ways. Hardness wasn’t something it was designed to address.
Homeowners in outlying Metro East communities on private wells encounter a different version of the same problem. Well water has direct, prolonged contact with mineral-rich soil and rock before it reaches any tap, which typically pushes hardness numbers even higher than what municipal customers see. The source is different; the outcome for your pipes and fixtures isn’t.
Signs Hard Water Is Affecting Your Home
Hard water leaves a trail, and once you know what to look for, you’ll spot it quickly throughout the house.
The visible signs tend to appear first:
- Chalky white or gray deposits around faucet bases, showerheads, and dishwasher spray arms (limescale buildup from dried mineral residue)
- Spotted dishes and glassware that look dirty even after a full wash cycle

The Illinois Department of Public Health draws a slightly different line, flagging water above 12 grains per gallon (roughly 200 mg/L) as hard enough to cause plumbing and laundry staining problems. That gap is where a lot of homeowners get confused: standard references say their water is “hard,” but the state threshold for visible household problems sits higher. A result in that range doesn’t mean you’re imagining the spotty dishes; it means the effects show up gradually rather than dramatically.
The only way to know your actual number is to test. Hardness can vary by neighborhood, by how close you are to the treatment plant, and even by season as river flow and mineral content shift. A professional water test gives you a real baseline to work from instead of a guess.
How a Water Softener Addresses the Problem
A water softener addresses hardness through a process called ion exchange. As water flows through a tank filled with ion exchange resin beads, the calcium and magnesium ions responsible for hardness swap places with sodium or potassium ions bound to the resin. The water leaving the tank no longer carries the minerals that form scale. The resin periodically flushes and recharges during a regeneration cycle, restoring its capacity to keep treating incoming water.
